No, just another retargeting algo was selected. This one is not anymore resistant against nicehash thats why it is switching to a different one at block 700 (701 exactly )

are the pools working correctly? I've had a .98 unpaid balance sitting on altminer all day, and that was 11 hours of mining w/ 7 gtx1060s.
i'd like to hop back on and see how it does at block 700, but not if it's not paying out.

Until block 700 (we're at 692) the whole chain is very slow. And blocks take time to mature. After block 700, the new retargeting also will speed up everything. Sorry for this guys.
