Is there difference in Hash rate and card temperature between 02 fans and 03 fans GTX 1070 graphic card

Hashrate wouldnt be affected my how many fans a gpu has. Temperature will be, well all depends on what fan curve you set. Personally the triple fan cards are he more expensive option and not worth the extra money for mining when it doesnt earn you anymore compared to a similar spec (amount of memory,frequencies etc) card that costs less.

Longevity mostly. Single fan cards aren't designed to run hot 24/7, so if you plan on overclocking and mining, double are your best call. Triple are ok too, but IMO not worth the increase in price.
I do have 3 single fan 1060s that work fine, though they are metal cased and the enclosure has fans blowing through them to the exhaust, so that may make a difference (I did notice that when one of the fans was pointed askew, one of the 1060s did overheat). If you are doing an open set up or have a well cooled case, single are fine, but if heat is at ALL a problem for your rig, stick to double or triple.

On Gigabyte specifically, the 3 fan "Windforce" models cool a little better than the 2 fan "Windforce" models - but it's not a HUGE difference.
Single fan cards cool even less well - I wouldn't even LOOK at a 1070ti or 1080 single-fan model (if they exist) - the 1070 Gigabyte ITX model is ok *IF* you have ZERO fan blockage, the MSI "Aero Mini" is very marginal.

Well.. my Geforce gtx 1060 Mini version with 1 fan is currently running at 64°C on Equihash algorithm.. 70°C max.. when the weather is a bit hotter But who cares now. Winter is comming :p

I've got 2-fan Palit GTX 1080 cards (Super Jetstream and Gamerock) and 3-fan Gigabyte Windforce GTX 1080 cards — Palit are super quiet and cool, while Gigabytes are loud and hot. Gigabyte's coolers are so bad I'm not buying any of their higher-end Windforce cards ever again. So a triple-fan card might be a lot worse than a dual-fan card, the radiators are what matter the most.

I only have limited experience with cards (< 6 months) and have doubles and triples. I live in the tropics and the 2 fans had a bit of difficulty handling the heat (no AC). I bought the 3 fan Aorus to replace my Zotac and the cooling was 8-10c cooler. I bought some Gigabyte G1 triple fans and had the same result, much cooler at a lower fan rate. What 3 fan GPU's would you recommend (or even 2 fans) for tropical heat that would be better than the Aorus or G1s? Thanks for your consideration of this request.

fans don't matter you can always replace them by better ones best way to find out about their different hashrate speed and stuff you can find a lots of benchmark sites and topics in this particular forum too.

There will no deference with the hash of the cards if it will have 2 or 3 fans. It will be in the luck of the cards that you have if you have the highest bind card because even though it is a similar GPU one would still be better than the other because of the manufacturing process. If you want more information check out the video below but it will be in gaming but it will be the same in mining performance. However in the temperatures it will matter along with the life of the GPU specially if you are using it 24/7. So in short the better cooling the GPU has it will have a longer lifespan, but still it will depend on how you will use it considering that if you will overclock the GPU.
