There is a difference between not having a specific country issuing a law against bitcoin and recognizing bitcoin as currency or mean of payment. If we speak about the first, then we have a lot of countries, as for the second, I'm only aware of Japan.

Nigeria also has no law against or for  BitcoinBTC, as such, if not on a mutual agreement between the seller and the buyer, Bitcoin is still not recognized as a legal tender for exchange of goods and services though it is a subject debate in her National Assembly

Which countries bitcoin already legalize?
You could find whole countries on wiki, it is going faster and faster and everyday this list could be longer.

Dubai is one the country which legalized bitcoins and great to hear.
