I don't know. May I ask why you are looking to buy Antminers? You might be able to get them shipped to an adjacent country if you live near the border. You might be able to find someone else in Turkey who is selling them. You could also fly to a nearby country where you could pick them up once they have been delivered. It really wouldn't cost that much using a budget airline service under $500 round trip. Hope these suggestions help you.

There aren't any antminer sellers in my country because they are not shipping them to there because it is impossible. But there is always possible to get one of them if you try to look on your local e-commerce shops, maybe you are going to get one of those with an extra fee (in my country, every antminer is x2 of the price that is listed on the website)
But you can always find one of those, i wish that i could get one too, but it is impossible in my country because they are so expensive, and i can not afford $3000 dollars for an antminer s7.
