Until a crypto exchange is run like a real exchange, like CME for example, DDOS will always be possible. Has nothing to do with "code" and everything to do with infrastructure and security.
No one can take down CME Globex. Not in their wildest dreams.

No one can take down CME Globex. Not in their wildest dreams.
Those exchanges are typically "protected" by having private networks that only exchange members can, privately, access Brokers, such as Charles Schwab, that connect to global exchanges are routinely taken down by DDOS attacks |
