So I want to build a second system and this time I was thinking amd so I can mine with both types of cards.
I have 6 gtx 1070 ti's in my first system. I think vega does a nice job but the rx 580 takes half the power and gets close to the vega. But how much longer is the rx 580 worth using before it makes no money.

The price of two RX 580 GPU  is approximately equal to the price of one GPU VEGA 64. Speed hashing the same proportion. So I don't see any reason to buy RX 580. Unless of course you will find the stock GPU and then the ratio can change. In each case, you must be able to accurately count and then there will be problems.

Which coins are these 64's made for? ETH?

It's a tough decision now that the RX570/RX580 prices are back down to "normal". Yes, the vega has a higher hashrate (about 1.75x on average of the RX570/RX580)..... But, at 3x the cost. You can buy 3x RX570/RX580 for the price of 1 Vega 64. But you also need to take into account the additional cost for the extra PCI-E slots you'll need. Even so, I think that the RX570/RX580 are the better buy at this point in time. Vega 64 price needs to drop by about 35-40% to make it the better choice.

Also, keep in mind, you can reduce the power consumption of the RX570/RX580 to be lower than that of the Vega 64. Depending on what you're mining, you can get the RX570/RX580 to be half the power consumption of the Vega 64. If you hit the bin lottery and tweak your cards well, even lower power consumption than the vega 64 (for 2 cards)! It should be possible to get 2x RX570's to be 1.25x hashrate, and 1x power at 0.70x cost of the Vega 64...
