Russia's minister of communications and media is reported to have said yesterday that Russia will not consider legalizing Bitcoin:
"Bitcoin is a foreign project for using blockchain technology, the Russian law will never consider bitcoin as a legal entity in the jurisdiction of the Russian Federation."

From the start Russia never showed any intention on legalizing bitcoin, they are even planning to make their own "crypto ruble". As far as I know most of the ICO's are being offered by Russian, does that mean that from the start they really want to have their own crypto currency or did they just took advantage of it?

Well you should know the saying that "to each his own". The Russian government can implement whatever they ought to implement without fear of being questioned by other nations/State worldwide by virtue of its sovereign powers over their territorial jurisdiction. They are supreme when it comes to deciding regarding matters of public concern for the good of their fellowmen. Hence, we cannot do something else but abide to its laws. Perhaps, as regards Bitcoin, the Russian government cannot be coerced to yield to the strength of cryptocurrencies.

 Put the word " Never " , Make me doubt that this comment could get out of the mouth of minister of a big country like Russia . Maybe he said someone close to that , Like " No intention " , " No interest " . Hmm never does not get out just like that from big countries .

This was to be expected. Either in Russia every high-ranking official on behalf of the state says everything that he likes and is not responsible for his words. In the near future, I'm sure we'll hear the opinion of the same official again, only this opinion will be the opposite in content.

It seems to me they have been speaking about one thing, but different stuff. Recently we learned that Russia is going to create its only crypto ruble, and it will be legalized. As for BTC and altcoins as soon as they are products of Europe mostly, they will be not legalized in the nearest 2 years.
