Here is a link to a whitepaper on how to have a direct and clean algorithm that is backwards compatible with SHA256 to give CPU's an edge in mining.  Basically what it does is 1. require the factoring of the nonce which tends to favor CPU's more than hashing does, and 2. Limits allowed nonces; which can really benefit CPU's since it requires large memory utilization and sieving which GPU's are really bad at.
