Net neutrality is the principle that Internet providers like Comcast & Verizon should not control what we see and do online. In 2015, startups, Internet freedom groups, and 3.7 million commenters won strong net neutrality rules from the US Federal Communication Commission (FCC). The rules prohibit Internet providers from blocking, throttling, and paid prioritization—"fast lanes" for sites that pay, and slow lanes for everyone else.

Could this possible new implement cause a disruption in our daily Bitcoin (crypto assets) lives? and how?

Net neutrality is aimed at http and https protocols and to limit high bandwidth usage, whereas bitcoin is a different protocol. The internet is trending more and more towards decentralization. imo at some point peer to peer technologies could make the service providers obsolete.

I don't believe there would be a disruption possible anytime in future.
