I guess you also need to find the best os available in the market in order to acheive the perfect setup.
Might be hard to decide between Linux and windows as both have almost same user base.
Getting drivers and the first run is always pain in the arse, careful with the tiny parts like risers as they are very important part too. Good luck.

I would dare venture and say that its all your personal preference. Depends also how big a rig you are intending to build.
Take this sale period to stock up on electronics!

When building a gpu mining rig, you should focus primarily on gpu and psu. CPU, mobo and hdd are always secondary. In choosing power supply, you should consider the power draw of the whole rig, it is best to choose 1000w and atleast gold type. In case of cpu, you should choose a cheap and low power draw, celerons would do the job if you plan to build a rig just for mining. As for yhe mobo, it is up to you how many gpu will you be purchasing. Asrock h110 btc+ is good to start with atleast 6 gpu. I think SSD is much better than hdd if you just want a plain rig for fast booting.

The main thing is quantity of PCi ports in the motherboard, CPU can buy cheap one with two core, RAM I advise 8 gb ddr3 and ddr4 looking that the motherboard supports. The main thing is to take care of the power supplies carefully, so that there are powerful connectors and enough connectorsfor example I have x2 CORSAIR ATX 2.4 CS MODULAR 650W

That'll be one crazy PSU to run all those cards, only a server unit with loads of cables attached will do. Just stick with a couple of high-quality 1000W+ ATX PSUs instead. Corsair, Seasonic, EVGA, CoolerMaster are the brands to look for.

For consumer PSU I would recommend Corsair and EVGA brands. The other brands are ok too but those 2 are most used and stable. But for an alternative, you can use server PSU for rigs like 8 cards and more.

Also consider what type of Altcoins do you want to mine because there are different cards that are good for a specific Altcoins and it also depends on the algorithm of it. Like Ethereum or Monero which is mined better by AMD GPUs however because of the scarcity of the GPUs right now in different countries it might be hard to find or the price is inflated but considering the news last week the prices might gone down but depending on your area. Right now AMD RX 580 8gb is around $270 to $320 US. Also depending on your area you might want to buy Nvidia GPUs if it is much cheaper. Do not go for high end cards of you do have limited budget buying 3 or 4 mid range cards is much more beneficial.

The rise of Equihash /Neoscrpyt coins makes GTX 1080's pretty appealing right now.
I'd suggest them if you can find them for $500 or less.

My first rig I built myself. It was because I had no money to buy a fully equipped 6 GPU. I increased the power gradually. Following installation I have already bought ready-configured with a warranty. This is of course a bit more expensive but you don't have hardware issues. Setup and maintenance included in the price. I think this version is better.

What graphics card honestly your plan to build much better to buy mobo h110 btc pro that i think you can increase more graphics card if ever you wanted to invest more in mining it has 13 slot for gpu.. and need ddr4 ram hard disk or ssd you can choose even just hard disk if you are budgeting but if you choose to use ssd your pc can boot up fast.. you also need riser for PCI x2.0 And this build that i know could be profitable.. but if you start you can use h81 btc pro mobo..
