It is neither fishing nor "deserved". He should charge a fee if he feels he deserves it for his service and be upfront with it. This way, the user can decide before hand whether to use him or not.

Are you suggesting he does not deserve the tips because of the free resources? I don't think so, as long as users a free to choose if they wanna tip or not.

There is no disguising . I am offering free service as long as it is free . I deserve a tip as I am serving people . Rest is on them . I would definitely charge if it comes for a cost .
