We understand your point, but we believe that is the best way to try and limit scammers. Anyway, we will also consider accepting requests of people with a slightly lower balance.

there is one more way to track scammers and its self hosted form with ip tracking addon installed on host.ip wont lie and it will easy to track down those smart kids
