1) It would be great if articles be technical, because our readers are IT specialists

2) and 3) Unfortunately we don't pay for articles to special issues, special issues are free of charge so they don't generate any money that we could use to pay our authors. That is why we are looking for enthusiast who want help to develop and promote projects like bitcoin.
