Who Governs The So Called World Leaders.

We have seen instances where some so called world Leaders met judgment and punishment on other countries,  like imposing numerous sanctions on them.
Now I would like to know who would punish the world strongest country or leader when he goes wrong. And is this action justifiable in a world that belongs to all of us?

Sanctions can be punished only by an economically strong country. I do not think that other countries can apply sanctions to this powerful country. From them simply there will be no result.
