Visa BITCOIN cards in Europe

Hi guys,

My question:
I read something saying xapo will terminate Visa cards for non European resident based on regulations from VISA

Is this true?

Does this mean that non European residents can't have a Visa card from cryptopay or wirex.

I'll appreciate your help and guidance.

I think that is a question for xapo. However seems unlikely that VISA would entirely ban all the issuers possibility to issue cards just in Europe, but leave the rest of the world open.
