Keep your eye on the United States. Don't count America out of this revolution!
It might seem like we're a sea of red tape, and in some sense we are right now, but that's going to be changing. Many state governments are about to undertake "regulatory arbitrage" to encourage blockchain projects in their states. It will be interesting to watch it unfold.
I formed my organization BTRIC (Blockchain Technology Research Innovations Corporation), which is a 501(c)(3) non-profit charity business incubator for Internet 3.0 projects (which will then be spun-off as for-profits, either as ICO or VC funding methods) in the United States after considering many other jurisdictions and seeking advice of some attorneys that specialize in FinTech and securities law.
One of the biggest problems here, finding crypto business friendly banks (necessary evil to be able to interface with the legacy financial structure), is one of the first projects we're going to tackle.

Put your ICO on " Japan and Philippines", they highly supports cryptocurrency. But, America, China, Vietnam and Russia it can not anymore. They's central bank is prohibiting the use of bitcoin and other cryptocurrencies in payments.

Canada and Japan would be a big asset to start your business about crypto they are really an open city for that kind of businesses. Aside from that they're legalities in terms of crypto is vast as well as traders. Indonesia is a big country too on ICO rating. Oh! I forgot Thailand is on the run too, you can check it.

Yes, it is more red tape, but it is very possible to structure an ICO/ITO and be compliant with all applicable laws and regulations.

Japan and India are two must cryptocurrencies friendly countries to lunch and ico project as this two countries has a great potential for cryptocurrencies development. China could have been recommended but the government, especially the current regulations agency are not dispose to cryptocurrencies development and their have come up with alot of law to criminalize cryptocurrencies activities and investment.

Probably any country in the world that hasn't banned/prohibited cryptocurrency/ICO. So beware some parts of the country in Asia like India, Africa, China, etc. there were news circulating before that their government seize any company that is using any cryptocurrency to build an ICO. It is better to invest an ICO on such countries like Japan, Philippines, South Korea, Denmark, Estonia, USA, Finland and any most part of the cities in the Europe.

Who told you that only some countries are best to launch ICO. There is nothing like that unless its government has banned it. I have heard that US citizens and Chinese cannot take part in ICO. So naturally people from these two countries cannot initialize ICO project and people from rest of the countries in this world can initialize the ICO and establish company.

Maybe Estonia. You can easily establish a company with eresidency. They even want to launch their own cryptocurrency 'estcoin'.
