Not sure why 'vector' is a requirement. You can easily make very large scale PSD raster images which look fine for almost any use. The requirements also do not specifically say vector only until you go to submit art.

website says you cannot submit non-vector artwork. Since you are basically forging a contract upon submission it is better to be safe than sorry.
