Please guide me for starting a new project

I want to start a project and I need to know how to start it.These days we saw a lot of ICO's but most of them are not successful because I think most of do not use ideas and helps from experts, so I decide to create this topic to use experts help.

If you don't have the know how, just don't do it, managing people's fund is a very critical thing, but most people just want to be a developer. Some people are now handling the marketing side of the ICO for people but comes at a huge cost if the ICO is not successful
