Why not proposing a borrowing scheme instead ? You ask money for managing (it’s harder than becoming a registrar for a portion of a ᴛʟᴅ which itself is harder than managing your own domain but you’ll definitely with huge bandwidth for receiving all zone transfers and you may have to hire security experts) and the concession and you’ll get remboursement through peoples and registrars using the `.blockchain`ᴛʟᴅ ?
In that case, investor would be more likely to get a reward.

Or you create an ɪᴄᴏ and you propose to buy back your token at higher price than your ɪᴄᴏ price when you get benefits…
