I understand your skepticism and, in part, share it.
But let's turn to the data: the growth of the influence of the blockchain is obvious - with each passing day more and more people turn to decentralized systems. Even in Russia, where I am, this is already a reality.
Therefore, I think that the interest will be much greater than 100 domain names.

Why not proposing a borrowing scheme instead ? You ask money for managing (it’s harder than becoming a registrar for a portion of a ᴛʟᴅ which itself is harder than managing your own domain but you’ll definitely with huge bandwidth for receiving all zone transfers and you may have to hire security experts) and the concession and you’ll get remboursement through peoples and registrars using the `.blockchain`ᴛʟᴅ ?
In that case, investor would be more likely to get a reward.

Or you create an ɪᴄᴏ and you propose to buy back your token at higher price than your ɪᴄᴏ price when you get benefits…

An alternative is to provide .blockchain by restring as second level domain. It would cost less than 500$ per year.
