Is there any reason why, despite the free upgrade options, stay on Windows 8?

The blockchain driver from amd is only available for windows 7 and 10. What I am asking is if anyone knows of a driver that has the dag fix for windows 8.1.

No there isn't. Upgrade to Windows 10 or switch to Linux, which also has a blockchain driver from AMD.
It's important to note that AMD isn't releasing any new drivers for Windows 8.1, not just the blockchain one. This has been happening since July 2017.
It probably has something to do with Windows 8.1 being outdated and having an abominable market share. It's currently slightly behind Windows XP, which has 6.47%.
