I have some good balance on paypal, and i'd like to buy bitcoins with it.

• Anyone interested in selling me bitcoins via paypal at a rate close to the market value + paypal commissions?
• Is it safe for me? any advice to keep me safe?

I don't think you'll have much luck here on the forum as a newbie, there's always a risk for the seller that you will chargeback.
No-one would take that risk at a rate close to market value.

You could find someone on Paxful or buy Bitcoins through Virwox, it's possible to use Paypal, but the fees are pretty hefty

That's where people who want to sell or buy currencies using other currencies are. You should try your luck there.

But remember to always use an escrow when transacting. Trusted escrow services. Using an escrow will surely cost you more. But it's for your own safety. Goodluck

I doubt that you will get it in here+someone who want to take the fees,
i think it would be best for you to buy it on localbitcoin.com,i do not recommend you to buy it in here(this forum).
why ? there're a lot of reasons why would i suggest you to do that :

1.You're a newbie and you'll be targeted by scammer,
in here many people will try to scam,you can not believe them blindly because the majority people who want to take the fees only want to scam you.
in brief only them who need a money asap in form of paypal.

2.Escrow is must,
you will only adding the fees if you want to trade it in here,
if not you're risking your money for nothing.

and others,
just remember,nobody want to take it if they did not need it as soon as possible.
only them who want to scam you will say yes,
because they will not fullfill their the agreement.

In the past I have heard that people do scams by buying Bitcoins with PayPal. I think the buyer offers to pay with PayPal and sends the money to the seller’s paypal account. Then the seller sends the Bitcoins. The buyer then claims that the Bitcoins were never received so PayPal refunds the sellers money. The seller is out the Bitcoins and the buyer gets free Bitcoins. PayPal doesn’t bother to verify that the Bitcoins were sent.

You may have trouble buying Bitcoins with PayPal because of the scams out there. The seller is taking a risk.
