My computer's hard drive was wiped without my permission, and it has a reasonable size of bitcoin on it. Is their a way using data recovery software such as Easy Drive Data Recovery, to extract the encrypted bitcoin wallet and send them to a safe wallet? My wallet is electrum and my OS was Windows 7

Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

It's potentially possible, but very unlikely that all the data hasn't been overwritten, especially if you have used the hard drive since. Are you sure you haven't made a back up of the private key? Because, it's going to be very unlikely that you will be able to recover the wallet.dat files.

How come your hard disk was wiped without your permission?? that's weird, and it would mean that someone stole the hard disk from you I guess. If that the case, the thieft probably stole your bitcoins first, then wiped it (assuming the theft is aware of what bitcoin is, that is). If the pass was a several-pass function, then the data might be too overwritten to recover it, unfortunately. If it's just a normal format, it should be easy to recover with some forensics stuff. Im not an expert on that, just look around on google.

My wallet is electrum Before you resort to data recovery, don't you have the recovery word phrase Electrum has you write down when you first install it? (I know it's the obvious question, but you wouldn't be the first to have forgotten about it)

Data recovery is quite easy using GetBackData NTFS, as long as the hard drive have not been further messed with, the file system and files are still on the drive, just the first character removed and so is 'invisible' to top layer.
It is a fun thing to do actually, recovering your data, and hopefully your BTC.. I have recovered using this and some other methods many time, good luck with the recovery, message me if you need assistance.

You better hope that the file tables are fine, so you can recover files with their original names. This page has a collections of data recovery toolsIf data recovery tools do not work, you have to do a "search for byte sequences" for the magic number(bytes) in the header.

Uh, Owws.... There is a possibility to recover all of the content of your hard drives but you have to be very careful as even the once deleted beforehand will mix it up with what has been recently deleted.

If it looks like this, then yes: Just install Electrum, choose "I already have a seed", and enter your seed.

Yup, like @LoyceV said, you should be good to go as long as you have your seed. Otherwise you could try Recuva ( https://www.piriform.com/recuva) if you don't have the seed and/or if you lost other things on your hard drive.

If the files were "only" deleted you may have a chance. If the files were wiped (overwritten with random data then deleted) then no chance.
But if the wallet was Electrum and it was indeed yours, you should have the seed and then you are saved.

look for programmer that can work out in DOS system and he can find your data lost if you did not format your hard drive. or you have a extra hard drive install new window system the slave your old hard drive. after booting in new system go to my computer and open your slave hard drive and find your data lost and you find it transfer to your new windows. open your accnt.

It's very important therefore to write on a piece of paper or logbook or whatever the wallet generation seed and keep it in a secure place so that in case of any computer failure there's always room for wallet recovery.
