For a potential case where someone held BTC in Breadwallet at the moment of the BCH fork, but moved all BTC from Breadwallet afterwards without claiming the BCH: is there any way to claim the BCH at this point? In this case, it has been tried and failed to import the wallet to a BCH wallet on BTC.com via the mnemonic code. Is there any other method that can be used?

You can try electroncash, which is forked version of electrum for bitcoin cash
https://electroncash.org/

Select BIP39 option in electroncash and specify m/0' in derivation path on the next screen. You might see all your bitcoin addresses + bitcoin cash in wallet which you can than move anywhere you like.

First make sure that you don't have any bitcoin balance in that wallet.
