No. You can by 4.99$ of bitcoin...and the fees will likely cost more. No one's going to stop you from making that transaction though.

What elephant in the room? Bitcoin fees are the most widely known and talked about issue with Bitcoin. There's nothing lurking, there's nothing not being talked about. There have been 5 forks in 2017 to try to fix the problems related to the soaring cost of fees! Stop with the FUD!
