I have an Antminer L3+ with the latest firmware.  And I notice once or twice a day even after a miner reboot that my pool is reporting up to 10% less in MH/s rate than my miner is reporting.  Most the time they align, but occasionally I see this once or twice a day.  I thought maybe Bitmain is syphoning, or maybe my mining pool is syphoning.  Anyone else see this or hear of issues like this?

If your pool has a support thread you should post there and ask them.

Most likely it's just variance.  Pool side hash rate is just an estimate based on how many shares you submit in  a given time frame.  The pool has no idea what your actual hash rate is.

A: Because it messes up the order in which people normally read text.
Q: Why is top-posting such a bad thing?
A: Top-posting.
Q: What is the most annoying thing on usenet and in e-mail?
