I believe that is the new owner of BitcoinHop.com, he's a pretty established member here on the forums.

It seems he's mentioned in various threads mostly about running BTC gambling sites and such, seems legit enough. But he's not mentioned anywhere in the "List of honest traders" thread... I'd like at least one confirmation from anyone who's had a large transaction with him.
