多与群众沟通，多了解公众的真实想法，在每一项重要工作开展之前做好宣传，促进相对共识的达成，这是各地政府部门在互联网时代搞好工作的关键所在。实际情况显示，听取群众意见这一关，无论如何绕不过。在立项早期不经历它，项目推行之后会以让政府更困难的方式补上。或许可以说，互联网一定程度上可控，但真正的舆论是不可控的。只要一种民意存在，它就会像空气一样通过每一个缝隙扩散，用鼻子都能感觉到它的存在。

The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.
