1% pre-mine is a low premine percentage. also the first 100 blocks were 0 reward blocks aka anti-instant mining.

You have to mine it using graphics card or ASIC miner. There is no airdrop or anything like that because this is not a token and there is only small premine. Algorithm of Highcoin is Scrypt so GPU is quite ineffective so if you don't have ASIC, it's probably not worth it.
You will be able to buy it later when it comes to exchanges.
