I'm looking to build a rig and every time I see a good GPU available (e.g., Vega) it sells out instantly. At this point, I'm willing to grab some Radeon's or nvidia cards to get something going..

Auto-Notify on Newegg.com and nowinstock.net alerts are a good way.

Contact your local suppliers, they might be accepting reservations of course with initial payment to reserve the GPU Hardware you want, this is what I do usually, and its refundable when there were no totally stocks arrived.

... B&H has been my lucky place for 1070Ti cards.
If you tap the max number of cards on any site generally you can order again in 48 hours as well.

ebay... if you don't mind paying close to 2x retail for Vega lol Seriously though, I read a couple articles lately saying that the supply chain should be filling up again with more reference Vega's and the beginning of the custom Vega's that both XFX and Asus already have showing on their sites (not in stock of course). Sadly, cannot use auto-notify when these products dont even have pages, as is the case with Vega 56's on newegg. But once they appear that is a good option. Will be interesting to see what the limit is... likely 1 or 2 i suppose. but If they are anywhere close to retail they will be gone in minutes since those things can earn $8-10/ day at current rates on Cryptonote coins. I luckily got 3 Vega 56 at about $440 each a few weeks ago but looking to snag 2 more to build a 5x rig.

I and some friends make a big group buy and accumulate the orders to purchase at one. We welcome more people into group (currently we have 23 people). Then we contacted with a big local supplier, also guarantee with him that we will have a deal each month with at least 100 GPUs. So he said ok and give us a discount. As I estimated, most of GPUs we bought from him are cheaper ~20$ than in official website.

There are many ways to get a good GPU. One would be buying it second hand on ebay or other sites however it might be hard to find a good deal with GPU as either it will be double or triple the price or the GPU is not good anymore. The other is contact your local tech store and ask if the GPU can be reserved you just need to put a down payment for it. Most of the store do this that is why if you go to your local store even though they got stocks for it they cannot sell it to you anymore. More importantly if you want to have a good GPU for mining right now you must have patience as the mining industry is booming right now it can get rough for you to get a good GPU.
Note: I believe some stores are limiting the amount of GPU that you can buy because there is also gamers that need the supply of GPUs.

Newegg Auto notify - make sure you aren't getting these notifications in your spam folder. Also, nowinstock.net - http://www.nowinstock.net/computers/videocards/amd/rxvega56/ These cards are so in demand right now you have to be quick. Checking nowinstock.net frequently will be your best option I think.

I buy from my local retailer. Nvidia cards are plenty in stock at MSRP, just ordered 54 x 1070ti a few days back. Stock arrives by Dec 20.
Used to buy from Amazon and ship direct to my farm, but can't do that now with 5 gpu limit per customer.

After each increase of the price for money increases the demand on the GPU. This leads to a shortage on the market. Many stores write that they are not available. I have many times appealed to them but always received the answer that need to wait for the next delivery. If you have the money to build rigs there is no reason to wait. Buy any GPU but where they are available.

Key is finding lesser known yet big enough online sellers. I found few in my region but are risky though sometimes.
