No, it is not undervalued, it is OVER valued, that price is fake, neo doesnt deserve to be worth more than $30 because it is a waste of marketcap in the whole market.
Those were fake rumours, i fall into that trap and i invested more than $2000 when neo was $32 each, i sold them at $43 so i made a huge profit.. But then i joined the market again and i am still stucked with my neo's at $31 each

it is a crap coin, it went from $0.50 to $48 (ath) and the big rise that i had previously was just a pump/dump game that i had.
it is never going to beat ethereum, and it is never going to be the real crypto of china.

I have heard of somebodies also that this cryptocurrency is a scam nothing more. Sell it or it will crash at least. I don’t make any deal with the coins which are bad reputed. It’s better to choose some well-known coins.
