Better to give more details about the problem that you are experiencing. Would mind to give us some screen shot or what error is popping when you are trying to send bitcoin to other address? It's either you don't have balance to send or you're fee isn't accurate to what blockchain is recommending even though you can modify the fee into their lower suggested sats/b.

If this is not the first time you are sending from blockchain without witnessing any thing like this in the past, then something is wrong. Someone made the same claim to me yesterday but because that would be the first time that individual will be sending on blockchain.info, I didn't take it serious because I had to help out and it went. So, it will be better if you can give more insight into what is going on so that you know what is really wrong either you or the site.

It would be more much better if he would post some screenshots to see regarding on this issue.Its quiet odd that you cant send bitcoin from other wallet as long you do have the balance it should really went through.
Unless if you don't have balance and then trying to send more then its not really possible.Its just basic.I will wait for OP to post some images regarding on this one so that we can able to help him out.

There are only few answers with your problem, first the same as what posted above saying don't enough balance for the sending amount and for the fee, an uncommon error from the blockchain's end which is nearly impossible to happen, and lastly if the wallet is labeled as "Watch only" and asking private keys when sending BTC, and OP should post some images or just a reply here.
