hello, in electrum cheapest fee would be 0.00127283 BTC. How can this be? and can I get my coins with the seed to another cheaper wallet?

i don't think is (only?) electrum fault. Now btc fees are very high, is a real well known problem. Are you sure you can't adjust the fees with an lowest values?

This has nothing to do with electrum at all. Especially since you can set custom fees..

The network is congested at the moment (with yesterday ~200k and today 100k transaction waiting to get confirmed).

Like others said, Electrum is only recommending a fee based on the network load. If you are not in a hurry and still want to pay way lower than the recommended, you can manually edit your fee. And it looks like you already have the "Edit fees manually" enabled. So you can click in the fee textbox and lower the fee for the amount you want to pay (be ready to wait if you do this).
