I want to buy 20 BTC and I need the money fast, and as such I will pay TOP DOLLAR for it at $18 apiece.

I will pay by PayPal (preferrably not), Dwolla, or USPS money order
EDIT: I will also do Western Union wire and MoneyPak (this will be my first time using either of these services)

Also note that I will not go first!
I underwent trust issues with my first transaction and ended up being scammed $400. That is why. If you are not willing to go first do not contact me.

If you don't have 20 BTC (i.e. if you only have 15) that is ok, I can just get 5 BTC separately from someone else, but I am requiring the minimum sale to be 10 BTC (so that way I don't have to do 10 transactions each 2 BTC)

Sounds shady.  If you've already got money in Dwolla, why don't you just buy from one of the exchanges?

It's a win-win, post here or send PM if you're interested.

You can also propose any other reliable escrow service you are familiar with, or a forum admin/Morpheus.
Nobody will trust new members in a blind trade so I think the terms above are more than fair & 100% safe to you as a buyer.

"I won't send first because I've been scammed before" is a very common scammer pattern.  Same goes for "paying way above market because I don't want to use the exchanges".

If you use an escrow that releases funds based on irreversible payment proof in the BTC network (verified by blockexplorer)
there is no risk of dispute or chargeback, so I'm confident he will accept this solution.

Also there is no personal risk to him because the escrow will not release his funds if blockexplorer fails to show any transaction to his specified BTC address.

Likewise, he can't scam me if blockexplorer indeed does show a 5 BTC credit to his account, since that's enough evidence for the escrow that the transaction in fact took place & the funds he deposited will be released even if he wants to make a fraudulent dispute.

Great seller!!! Sold my last 16.78 BTC to him for $302.04 via Dwolla. He sent payment immediately once the transaction reached the 9th confirmation.
