Also what is the difference between the a scam ico or a normal one? Example if the smart contacts money is only held by the own of the ico they never buy into the community or something like that or is it just not following the road map, or white paper.

The goal I have is to make sure that the community is happy with the pre sale money and where it is put to use. Also the pre mined coins are for banking faucets, airdrops, casino and online mlm programs to help with people getting involved.
