Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

Love the idea of this project.

It definitely solves a real world problem and it's one of the reasons why I'm hesitant to buy used cars.

Because  they are going to use a third party to do it. Same as Civic Company uses. And of course in the near future they are planning to work out the algorithm.

how can you guarantee that the third party is going to provide you correct information about new users?
