Withdrawal\exchange card available for East Europe

Hello all! I have such question! I used adv-cash card but now it work only with EC countries and after some deadline people cannot use service and withdrawal some fiat in East Europe countries. Give me please some good offshore card which exchange and withdrawal services are available in East Europe.Thanks
