depends, wich site you talking about ? there like more than 20 rafles site some of them really make payout and some are just scam. If you talk about lottery in freebitcoin faucet yeah they give payout to the winner

Without the name or a link to the faucet you are talking about, we can't make any statements about this.
There are a few which payout their participants, but i think the majority aren't paying out the highest possible win as often as announced.
But faucets in general are a waste of time. And if you are into some kind of gambling, there are enough provably fair casinos around.

some are and some aren't scams. and it is not just about paying.

most of them have some sort of provably fair system implemented that you can check out and verify if the numbers they chose were really correct/real or not. that part is without any doubt.
but you can never know if there actually were 100 lottery tickets or 10 million mostly belonging to the owner himself!

Their lottery, you mean? Well, there are several speculations about FreeBitco.in lottery. Some people say that isn't legit, but there isn't any proof the lottery is rigged. What people say is that accounts with few tickets (low chance of winning in %) usually win the prize...

But I have seen people here on forum claiming they have already won the lottery prize.

It's up to you to believe it or not. I prefer to don't buy tickets, not because I think it's scam, but because it's a waste of money...
Anyway you always receive few tickets by using the faucet, if you have to win, you will win.
