Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

You can do whatever you want.
Market price is around $100, nobody knows it will increase or decrease now (?)

Pick up some now, buy more when the price drops.
You cannot miss the boat this way, but you will also be happy to see the price dropping so you are able to buy more.

Below $85/BTC, I am a buyer.
Above $85/BTC, I buy less and mine more.

You missed the boat (and so did I). Very risky to buy bitcoins for $100, when it was was 30% less just a few days ago. Not often you see the same stock/currency do a parabolic run up twice in one year, although with bitcoin it seems that anything is possible.

It depends on how much you want to purchase.
If you only want to purchase less than 10 BTC,
you just buy them.

If you want to purchase a lot,
since you are not familiar with the market,
it's not necessary for you to use all your bugget
to purchase the bitcoins at once.

Just purchase a little bit at a time.    Grin
