Bitcoin and fork / MTGox Claim

I'd like to understand one thing why fork bitcoin values take as much?

I find it abused that a value like Bitcoin Cash that has a controlling body today reaches more than $ 24 billion.

Knowing that about 3M bitcoin is lost, was this number redistributed to the concerned wallet?
