I  have not use e-coin in almost a year, because when I try to transfer my paypal funds to bitcoins they but a hold on my virtual card. I had about $45 in bitcoin in the account. I decided to check the account   after 8 months because price of bitcoins have went up several folds, only to find out there is no bitcoins in the account.Avoid them like the plague.
The Bitcoin network protocol was designed to be extremely flexible. It can be used to create timed transactions, escrow transactions, multi-signature transactions, etc. The current features of the client only hint at what will be possible in the future.

Did you store the funds in your VCC or actually just in bitcoin? Because if it is just in bitcoin then there shouldn't be any sort of monthly fees for storing your coins with them, it's completely free and the only fee you have to pay is in case you want to send that coin to someone on-chain, you have to pay the transaction fee for miners.

It's weird that your money just disappeared. Is there any sort of record for what happened?

I've used wirex and i have to say that their fees in terms of converting currencies are not good, but never had a case where my money just disappeared.

E-coin was rebranded to wirex last year, And based from the articles I read, E-coin users will not be affected by the integration process as the accounts will just be migrated to wirex.

The company stated:

There will be no changes to E-Coin users – all bitcoin debit card services will continue as normal and will not be affected during the integration process. We will continually update our users via email, and our customer service support will be happy to answer any questions.

You should also do a quick search in your mailbox.

Anyways, If the funds were really stored in your VCC, The monthly fees can't empty your account as it only cost $1/month

And the recent halting of card services in October 2017 shouldn't also affect you because even if you're outside EU, your card services will indeed be halted because only European countries are currently supported but from what they said below, funds will just be transferred to your wirex wallet.

Those affected outside the EU will no longer be able to use their card(s) for any transactions. The remaining balance on your cards will be transferred to your Wirex wallet. You will continue to have access your Wirex wallet to make transfers.

Wirex is legit imo and they won't risk their company for just a few bucks or a hundred or so. The only solution for this is to contact their support as there might be some problems. It's also recommended to follow it up on their social media sites.

If you had stored bitcoins with them then nothing should have been deducted from that amount. It is only possible for your balance to be reduced if you are issued a VCC and you stored your BTC there, but since you said that you only went on the site again because bitcoin price has gone up, i think you have definitely stored your money in the wires bitcoin wallet.

E-coin to wirex rebranding shouldn't have affected you, either.

Contact their support and see what has happened. Very strange indeed.
