I send him money via paypal for  after that he does not reply,I tried to reach him all possible way but can't

It have been more than a day

Does paypal charge back work if so how to do it?

You should always use an escrow service before transacting with other people that you only know on the internet to prevent being scammed and the next time you buy Bitcoin use trustworthy exchanges not from random people. I think paypal has a reversal feature.
try you give proof of the transaction and send to paypal via email.
or you can also call contact center paypal according to the area where you live.

You can open dispute in Paypal but I am not sure if they can help you because you are purchasing crypto and most of the payment processors always warn their users about purchasing or investing in crypto. However, you can try by opening dispute.
