The Bitcoin software, network, and concept is called "Bitcoin" with a capitalized "B". Bitcoin currency units are called "bitcoins" with a lowercase "b" -- this is often abbreviated BTC.

You should always use an escrow service before transacting with other people that you only know on the internet to prevent being scammed and the next time you buy Bitcoin use trustworthy exchanges not from random people. Anyway, yes you can reverse your payment on paypal if the status is unclaimed or pending, here's how you do it https://www.paypal.com/np/selfhelp/article/can-i-cancel-a-payment-that-i%27ve-already-sent-faq637 but if the receiver already claimed the money you cannot do anything about it and move on. It's your fault allowing this kind of transaction/trade.

I think paypal has a reversal feature.
try you give proof of the transaction and send to paypal via email.
or you can also call contact center paypal according to the area where you live.
but in fact this is a classic problem from paypal to bitcoin transactions.

I suggest you to bitify.com with escrow feature there are many trusted sellers there.
hopefully help with your problem.

You can open dispute in Paypal but I am not sure if they can help you because you are purchasing crypto and most of the payment processors always warn their users about purchasing or investing in crypto. However, you can try by opening dispute.
