they are working on the dagger algo and will have swap 1 bpa for 1 billion dagpba
they will have special feature privacy add on. just like iota original is only 100 millions then split it into now is 2.7 billions

i dont know exactly the case for bpa but they must have their reason for splitting into so many coins
Dev already answer :  It is supposed to be relesaed on June, but we are not very sure.
