There will be no way to buy the neo at the cheap price. The only good thing to buy the neo when the price goes down a lot and you will get cheap neo. All of your effort to buy neo through various waves will have the same result or that will be different if you are wanna taking the risk to buy in the unfamiliar exchange.

if you're going to be storing NEO at an exchange, make sure that it's not at Bittrex because they don't pay out your GAS.  Binance pays out GAS if you keep it there. As always, it's best to keep your NEO in wallet. Just an FYI.

Poloniex has one of the most expensive rates for almost all the altcoins, while Binance, has an intermedium price, not cheap, and not expenve as poloniex.

But you are not going to get each neo with a $3 or $5 discount, forget about that.

Maybe you can get them on binance at a difference of less than $0,25 or so. It is not a lot, but if you buy a bunch of neo, then it is going to be a big difference.
