Means your IP is banned for that IRC server, this happens with dynamic IPs often enough. Contact the IRC server operator with your IP, they might unban you, or restarting your modem *might* work (if your ISP assigns you a new IP).

why would wallet client software be connecting to irc with certain user ids not assigned by me?

i *** that for secuirty reasons--but what i have just now discovered is that the other wallet i coulnt get to sync up is also connected to the same irc network and currently both are showing down--so how are other people able to use their wallets when the irc server is down? the affected wallets are starcoin and memecoin.
