Why don't you list yourself as a seller on LocalBitcoins or something? I'm sure people would appreciate it especially if you're in an area that doesn't have many sellers.

Because I need to sell about 15k at once, no one locally has that kind of cash... Also, the only local BTC person is my current buyer and as I mentioned in OP i'm getting boned. |

Why would you 'need' 15k? In any case all I can suggest really is selling it in small amounts to lots of people, have you also considering buying gold/silver with your BTC? You might get better prices and more sellers for that.

You've come to the conclusion that 3% under Mt.Gox is unreasonable for 15K USD volume? Interesting since the currency difference between most of the major exchanges vs Gox is significantly greater than 3% (Gox 91 USD vs Bitstamp 85 USD vs BTC-E 83 USD). For that volume most buyers would probably expect 7%+ under Mt.Gox... Seems like 3% is a pretty strong deal...
