wallet offline - coins permanently lost?

Not sure if this is on the right section but I'm talking about exchanges in general as I tend to keep my coins in exchanges. Once a wallet is offline like a few coins are in bittrex (inactive), does that mean your coin is permanently lost or is there a way to withdraw it somehow? thanks
