What is the difference between a Bitcoin Lightning Multi Sig and Child Chain from ardor?

Is it only the Use Case? So that Bitcoin will use the Lightning Multi Sig only for Bitcoin Transaction, and a ardor child chain can be used for other purpose?

Or are this two things totally different technology?
