No, unfortunately the initial raising period has already closed, but there will be a whitelisting period in January and then the token sale in February.

I wonder if these KYC projects are .gov themselves trying to keep a tab on who is doing what.

In any forms filled up they havn't ask any Wallet for token distribution..
