gdax verify....always decliined

I could verify coinbase account, but GDAX wants doube verification and I scanned my passport with my phone, so it is clear picture of my passport....and I took a pic of my face via webcam....

I tried to verify this way at least 20 times.....no way hose...it does not work....why is this happening?

I think you'd probably be better off asking this to their support, but have you checked this webpage out?

Maybe try to use the verification system inside the app they mention?
